Regarding the Filing, Service, and Management of Highly Sensitive Documents
The Judicial Conference of the United States has directed all federal courts to issue new security procedures for materials that contain highly sensitive information. This court has issued a new administrative order that contains procedures for the filing, service, and management of highly sensitive documents, which are defined as "any document containing information that, if disclosed, would undermine an active criminal investigation, pose an extreme risk to the safety of any person, or cause significant economic damage to any person or entity." Not every document that qualifies for filing under seal is a "highly sensitive document," or HSD. This order identifies certain kinds of documents that are deemed to be HSDs without further order, and it establishes rules and procedures for the submission of HSDs and motions to designate other documents as HSDs.
