Thomas Peters is an inmate at Colombia Correctional Institution survived summary judgment on his Fourteenth Amendment claim that while he was incarcerated at Jackson Correctional Institution, (now retired) Sergeant Schwanz directed homophobic slurs “at or around” Peters and Captain Hendrickson and Lt. Hallman turned a blind eye to Schwanz’s harassment. Trial in this matter has been stayed pending recruitment of counsel.
