Effective January 22, 2008, CM/ECF will be MANDATORY within the Western District of Wisconsin. All documents must be filed electronically unless they fall under the exceptions listed in the Administrative Procedures Manual.  Currently, the exceptions are:

1.  Parties proceeding pro se;

2.  Charging documents in criminal cases:

3.  Trial exhibits; and

4.  Juvenile criminal matters, which shall not be filed electronically unless, after 

      hearing, the court rules that the juvenile shall be tried as an adult.

The electronic record will serve as the official record in the case.  Signatures will be made using the court-issued login and password that will be assigned to counsel.  As of the go-live date, pro se users will not be issued logins and passwords with the intention of providing them access at a later date.

The implementation of CM/ECF will enhance the ability of the court to provide fast and efficient customer service.  Among the benefits this new system will allow us to offer are:

  1. Instant access to case files 24 hours a day, 7 days a week;
  1. Access to the same file by multiple parties;
  1. E-mail noticing and service;
  1. Secure storage of documents;
  1. The ability to file documents outside of normal business hours; and
  1. Elimination of the need to have couriers deliver documents.
